The United States needs a Chief Executive of Intelligence. That's the word from an Alabama senator on a panel investigating the Sept. 11 attacks.

Sen. Richard Shelby said without a chief executive, the intelligence community really has no one in charge. Shelby said someone has to be accountable.

"There should be people brought to heel to say, gosh, what did you do or what didn't you do? We've got to work this out today," said Shelby, interviewed Tuesday on Good Morning America. "Some people on the committee don't want to sign the blame or accountability. I'm not one of those people. I will have a separate report of separate views dealing with that."

The House and Senate intelligence committees Tuesday reviewed a classified report from the investigation.
