An energy forum brought a panel of experts to Capitol Hill Friday to meet with members of Congress.
The meeting came just days after Congress voted to stop filling the strategic oil reserve, and instead, put that oil into the market in hopes of lowering prices for the summer driving season.
Mississippi Sen. Roger Wicker said the Senate and citizens have questions.
"What policy changes do we need to make? We're told we haven't had a new refinery in 30 years," said Wicker. "Does this panel need to introduce some legislation to make it easier for us to have more refinery capacity?"
Saudi Arabia began boosting oil production May 9 by three percent, and expects to continue the modest increase through June. The effect, if there is one, won't be felt until mid-summer
