HARLINGEN, Texas (AP) -- Thousands of people are still without power in south Texas, where residents are sorting through the soggy mess left behind by Hurricane Dolly.

The National Weather Service says the remnants of the storm could still dump a few inches of rain in some areas. Downed power lines still pose a danger in the region. One person across the border in Mexico was electrocuted by a power line on the ground.

Texas Governor Rick Perry says it appears the state handled the situation as best it could. But he warns more flooding could be ahead.

President Bush has declared 15 counties a disaster area in south Texas. Insurance estimators put the losses at 750 million dollars.

Despite the damage, people are thankful the storm didn't take many lives. One man says the water was up to his knees and a falling tree just missed his pickup.
