Mississippi Gov. Ronnie Musgrove has declared a state of emergency for Mississippi as the United States prepares for an invasion of Iraq.

Musgrove made the announcement Tuesday after meeting with the Mississippi Homeland Security Council.

Earlier, U.S. Homeland Security Director Tom Ridge outlined a national plan called "Operation Liberty Shield," that heightens security across the country.

Musgrove said the emergency declaration allows him to deploy the Mississippi National Guard to secure ports around the state and to the Grand Gulf Nuclear Station in Claiborne County. Mississippi is now on orange alert, the second highest threat level.

Musgrove said even though the state is not considered a primary terrorism target, the state of emergency has been declared to ensure the safety of Mississippi residents.
