Man Shot in York Business

A shooting in York, Ala., Thursday involved the police chief and a local businessman who died.
The victim was identified by family to Newscenter 11 as Joe Louis Bell. He was shot Church's Chicken around midday.
Officials investigating the incident did not have immediate comment. A woman who said she was inside the business when Chief David Rowry approached the victim, said the chief told the man he was under arrest. The witness said Rowry shot the man after he twice asked why he was being arrested.
Rowry was apparently attempting to serve some type of warrant on Bell. Relatives of Bell say they are outraged and feel the shooting was not justified.
"I see where that bullet hole was right there in the chest," said the victim's brother, Lawrence Thomas Bell. "My brother didn't have no bullet proof vest and he's sitting down there eating, minding his own business. He could've shot that boy with a stun gun or anything. He could've sprayed him with mace."
"It just don't make no sense. These police around here just getting away with murder. It just don't make no sense," said Bells aunt, Desie Bell. "Shoot a person and then handcuff them. Don't really make no sense. "
"I think it's awful, because a life is gone," said Velma Winston, a relative of the victim. "A mother done lost her child. I'm a mother and I know how she feels. I couldn't say how she feels now because the child is gone. But I know all this is tragic. It don't make no sense all this happening. All because of a little vote."
Area law enforcement was called in to maintain order in York. That includes the Alabama Bureau of Investigation and the Sumter County Sheriff's Department. Both are involved in the investigation. Sumter County Sheriff Johnny Hatter says he is overseeing the police department in York until further notice.
