Philadelphia Police are asking for the public's help in locating whoever is responsible for a fake pipe bomb discovered at a weekend festival.
The device was discovered on the courthouse lawn in Philadelphia Apr. 12.
Police immediately shut down several events at the "Ham Jam" Festival.
The FBI was called on to help with the investigation.
