Lawmakers Consider Tougher Law

In Mississippi, any girl 15 years old or younger is not of consenting age for sex. But national statistics show half of all children born to minors are fathered by adult men. That means statutory rape has been committed.
State lawmakers say they want to bring those rapists to justice.

"I was at work last night. There were two girls on our unit," said Tonya Britton, a registered nurse at University Medical Center. "It's every day I go to work."

Britton testified before a select committee on child abuse in favor of increased reporting of girls under 15 giving birth.

"You have an obligation to do that," said Britton. "You don't want to sent this girl back out and place her at risk again."

The committee is working off the simple fact that a girl who is pregnant under the age of fifteen is the victim of a statutory rape and the father, the perpetrator, must be found.

"If it is a crime. We want to deter that crime from occurring, then we need to make sure there's a reporting mechanism in place so law enforcement can get that information," said Rep. Mark Baker of Brandon.

Britton says UMC notifies social workers, who interview the girl and her parents, then report their findings to the state department of human services. DHS then takes that information to the district attorney. The new bill would allow health care workers and others to go directly to police.

"Our goal is to look at the reporting process and to tweak that and to correct that where we have more people involved in the process," Baker said.

But Felicia Brown Williams of Planned Parenthood said she believes it may delay pregnant girls from getting the care they need, because they're afraid to speak to an adult who may go to the police.

"We're concerned about teens having access to health care, particularly abortion services when they need that."

Some lawmakers are also looking at including abortion clinics among the list of health care facilities who must report an underage girl receiving that procedure. So far it has not been included.

This law needs to be amended to include all girls who are under the age of 18. It is a crime and a shame that grown men take advantage of these girls willing or not, at their ages they do not possess the mental ability to make decisions of this scope. Anyone who takes advantage of a child should be treated to the harshest form of punishment. And to those who would say I did not know her age, then my advice to you would be if you don't know the temperature of the water don't jump in!!!!!! It could be too hot!

I think that if the girl is under aged the parents should be held responsible and charged with negligance. The man should be put in jail. NO ONE under the age of 18 should get pregnant by anyone but especially by a adult. Some of these girls get pregnant to get a check. There should be no benefits for any underage pregnant girls. Sorry, but if we would put our foot down on the underage pregnancies, we would stop many other factors that trickle down. I have several girls in 7th and 8th grade who have had children, come back to school and then eventually drop out because momma or grandma get tired of taking care of a baby. I don't think abortion is the answer I think prosecution is the answer.

agrees with this as a father of three... but knows in other states when it comes to that child getting a abortion they are never forced to report it or ACLU fights it tooth and nail.. as they claim until the child is born it is the mothers right of privacy to with hold that info.. but to just hold the men responsible is wrong as well as in some cases teens will coughs lie about their age and so forth... sot his must be looked at as well.. as too many as been shown over the news do this... and never pay the price for the lies but the adult does.
