Democrats in the Alabama state legislature are accusing Gov. Bob Riley of breaking his campaign promise to bid out most state contracts to avoid conflicts of interest.

Democrats say Riley has approved more than 1,000 no-bid contracts.

Riley’s office maintains he has brought unprecedented levels of accountability to the process of rewarding state contracts.

Biding allows the state to find the cheapest company to do the job.
