The case involving James Sims, 40, was presented in federal court
in Meridian Thursday.
As part of the case, Sims charged negligence involving the administering of meals and medicine while he was incarcerated.
He was jailed last February on a third shoplifting charge.
Sims is now in the custody of the Mississippi Department of Corrections where he's being housed in another facility.
