Gosa: City Comes First

York Police Chief Toby Fitch has been suspended for two-weeks without pay, and officer Ray McVay fired.
Mayor Caroline Gosa says the action is the result of the chief's failure to fire McVay for alleged citizen harassment. McVay has since been fired.
Mayor Gosa commends the chief for supporting his officer, but says "the integrity of the city will not be compromised for anyone."
