One of those changes is who will handle negotiations with possible providers. Four years ago the council did it themselves. This time an expert has been hired, Butch Lambert of Nashville, at a $50,000 fee.

Mayor John Robert Smith said it's necessary because "there are many ways in a contract of this kind to include increases that don't look like increases."

The current contract pays Waste Management $1.8 million year for garbage collection. The city has no intention of its public works department entering a bid as it did last time.

Recycling could also be on the way out, according to Smith. He said the current plan just isn't working.
