Montgomery, Alabama Governor Robert Bentley expects his administration to be remembered for the largest road-building program in state history. And he acknowledges it wasn't his idea.
Bentley's road program has lined up $743 million for 693 projects covering every Alabama county. The state is paying for the projects by selling GARVEE bonds, which are paid off using federal money the state will get in future years for road projects.
Bentley says he had never heard of GARVEE bonds until his Democratic opponent, Ron Sparks, proposed them in a gubernatorial debate in 2010. Bentley researched the idea, hired Sparks to join his staff, and then proceeded with the road program.
