Bryant Blocks Grammy Museum

Governor Phil Bryant is blocking an effort by lawmakers to send $3 million from the Mississippi Development Authority budget to help fund the proposed Grammy museum in Cleveland.

House and Senate Appropriations Committee chairmen sent a letter to MDA saying it was their intent that $3 million from this year's budget be given to the museum.

Bryant says that's too much money to take from MDA and that it's illegal to give money to the private Cleveland Music Foundation without express permission from the Legislature.

Such letters, called budget notes by Capitol insiders, have been an infrequent though accepted practice in past years. At least one directed money to a private charity. Bryant's contention that budget notes are improper could amplify tensions between the governor and the Legislature.
