MPC Names New Overseer for Kemper County Project

Gulfport, Miss.
Mississippi Power Co. has named John Huggins to oversee construction at its Kemper County facility and other locations.

Huggins replaces Tommy Anderson, the former vice president of generation development, who resigned in the wake of more than $1 billion of cost overruns at the Kemper County plant.

President Ed Holland, who replaced Ed Day, named Huggins last week. Day retired following claims that Mississippi Power had failed to reply to regulators' requests for information.

Since 2010, Huggins has served as general manager for the $4.3 billion Kemper County complex, which Mississippi Power, a unit of the Southern Co., calls Plant Ratcliffe. As general manager, Huggins was responsible for start-up activities.

Holland says Huggins, a Southern Co. employee since 1972, was chosen in part because of his knowledge of the Kemper facility.
