The Central Government taking over the local law enforcement agencies by withholding dollars due them. What was the purpose of this three day weekend holiday again? I don't know what 'emphaise' means, but in the article, the word is 'emphasize', showing that professional journalists do know how to spell. Perhaps you need to learn how to read. . . or learn to overcome the difficulties that come from dyslexia so you won't post a comment that makes you look like condescending jerk.
