Surtees says that tied the rate for June 2009, and it's the first time since August 2007 that the rate has not been higher than the same month a year earlier.

Counties with the lowest unemployment are Shelby at 7.7 percent, Madison at 7.9 percent, and Coffee at 8.1 percent.

Counties with the highest rates are Wilcox at 23.6 percent, Dallas at 18.5 percent and Perry at 18.3 percent.
