The proposed constitutional amendment, Amendment 3 on the Nov. 2 ballot, would take $100 million a year for 10 years from a state savings account and distribute it to every city and county for road projects.
Riley said Thursday that Amendment 3 scatters money across the state without regard to where the greatest needs are, particularly roads needed to attract new industries.
The CEO of the state pension program, David Bronner, is also opposing Amendment 3.
