Democrats will use their national convention beginning Monday to remind voters of the nation's worst natural disaster -- Hurricane Katrina -- and the federal government's fumbled response.
Katrina will be bookmarked as a low point in Republican President George W. Bush's administration.
Democrats want to capitalize on that when they officially choose Barack Obama as their presidential nominee.
Mississippi Democratic Party spokesman Terry Cassreino says a changing of the guard in the White House could expedite storm recovery.
Funk-and-blues singer Margie Perez will deliver a speech Monday night at the convention, recounting her struggles after Katrina decimated New Orleans.
