Early reports quoted witnesses who saw a small aircraft spiral into the ground on a road in the Birmingham suburb of Vestavia Hills.
The plane wound up in Patton Creek, missing an apartment complex by about 50 feet. Fuel from the plane, a Cessna capable of carrying six to eight people, spilled into the creek.
Authorities say two people died in the crash, but their names were initially withheld pending notification of their families.
The Federal Aviation Administration and National Transportation Safety Board are investigating.
