The Alabama Ethics Commission has voted three to one to clear Gov. Don Siegelman of any wrongdoing.
The issue related to the payment of legal fees the governor might have received in the National Tobacco Lawsuit.
Wednesday's ruling came on a complaint filed against Siegelman by a Mobile attorney who lost the race for state auditor.
