Democrats in the Alabama House and Senate presented their ideas for making state government more accountable at a news conference.

It includes prohibiting the transfer of money from one state agency to another.

"We want to restore confidence in state government, and I think that's part of what was said in the Amendment 1 vote, that people have lost confidence in state government," said Rep. Ken Guin.

The state's voters defeated a 2003 proposal to raise taxes.

Alabama's legislative session begins on Feb. 3. Lawmakers and the governor are proposing measures to make government more efficient.
