The city has had $6 million in bonds for street paving and related projects since Aug. 26, 2003, but no work has been done.
However, Mayor John Robert Smith said advertisement for bids could happen within two weeks.
The council previously passed a priority list.
Smith said some of the money is designated for engineering studies, such as for possible changes to North Hills Street near the intersection with Highway 39. That study could take nine months to a year, according to the mayor.
Smith said he could not give a tentative start or completion date for the overlay projects.
