The measure passed by the Mississippi House says the state can pursue federal and private grants to start programs for three- and four-year-olds.

Supporters say new programs will help ease the problem of high school dropouts by giving kids a solid basis to start their school careers.

However, opponents say the programs would lead to full-fledged day care centers in public schools.

The bill goes back to the Senate for more debate.
