While budget proposals of one form or another have been passed, funding has not been identified for all programs and agencies.

At a Monday meeting of the Lauderdale County Council of Governments, Rep. Greg Snowden said the House version is not built on solid funding.

"We do have a balanced budget and we may balance it in funny ways. We've been known to do that," Snowden said. "But if it's not balanced, in other words, if by October we're not bringing in the revenue that we had expected, they have to make cuts in the mid-year."

Snowden said ordering cuts across the board then may be harder to swallow than trimming budgets in advance.

The regular legislative session ends May 9.
