Among the proposals is a three-year moratorium on all death penalty cases and making it illegal to execute anyone mentally challenged or under 18.
"I submit to you today that the death penalty in Alabama is administered fairly. State and federal courts review all capital sentences in Alabama at least ten times and as many as thirteen times," said Alabama's attorney general, Troy King.
One proposal also seeks to ban judges from imposing the death penalty if a jury recommends life without parole.
