Gov. Haley Barbour said he will veto a bill that would increase the tax on cigarettes. Barbour says he does not expect lawmakers to pass it.

Barbour spoke Monday at a luncheon in Jackson hosted by the Capitol Press Corps and Mississippi State University's Stennis Institute of Government.

House Speaker Billy McCoy has suggested increasing the cigarette tax to support mental health centers.

Barbour said he will not veto a bill that gives salary increases to sheriffs and other counties officials.

The governor said he would have preferred a bill that gave discretion to the counties rather than mandating the increases.

Barbour also renewed his call for comprehensive changes in the civil justice system, also called tort reform.
