Mayor John Robert Smith said it's necessary because "there are many ways in a contract of this kind to include increases that don't look like increases."
The current contract pays Waste Management $1.8 million year for garbage collection. The city has no intention of its public works department entering a bid as it did last time.
Recycling could also be on the way out, according to Smith. He said the current plan just isn't working.
