If confirmed by the Senate, Starrett will fill the seat once held by Judge Charles Pickering, who is serving a one-year term on the U.S. Fifth Circuit Court of Appeals, following a recess appointment by President Bush.
Starrett, of McComb, is a trial judge in the 14th Judicial District, which includes Pike, Lincoln and Walthall counties.
Senators Trent Lott and Thad Cochran submitted Starrett's name to the White House.
