The new state operating budget approved by the Alabama Legislature will mean hiring for one area of government and layoffs for another.

The two biggest increases in the General Fund approved by the Legislature on Thursday night are nearly $17 million for prisons and more than $5 million for courts.

The administrator of the state court system, Rich Hobson, said that's short of needs, and the courts are looking at 150 layoffs, mostly about juvenile probation officers and in circuit clerks' offices.

State Corrections Commissioner Kim Thomas said the extra money will allow him to hire about 100 officers.

The $1.7 billion General Fund is awaiting the governor's signature.
