A state commission headed by Lt. Gov. Jim Folsom Jr. meets Monday to rewrite rules on the way legislators distribute grants to projects in their districts.
State Treasurer Kay Ivey serves on the State Commission on Community Service Grants. She says rules changes being considered by the commission don't provide enough transparency on how more than $15 million will be spent in the new fiscal year.
The commission is rewriting its rules because the Legislature has expanded the amount available for grants and enlarged the list of those who can receive them and how they can use them.
Two former legislators are facing federal prison sentences for misusing the grants.
