Wicker: "Census Could Cost Mississippi"

Could Mississippi lose another seat in Congress? Mississippi Sen. Roger Wicker said it's a possibility.

The Constitution calls for an actual enumeration of each states population every 10 years. The only exclusion called for in the The Constitution are Indians, not taxed. Until the end of slavery and the addition of the 14th Amendment slaves, who were non citizens at the time, were counted as 3/5 of a person in the census. This added to the representation in southern slave states for owning non citizens. Roger Wicker doesn't want non citizens in other states counted because he not only would like to decrease their representation, but also decrease the amount of money going to those states from the federal government. It is interesting that he mentioned California, since there are more federal dollars collected in California than spent. Mississippi actually receives more in federal dollars than it contributes. Mr. Wicker's position is purely a political one. If Mississippi were gaining numbers in the census he would be fine with it.
