This week a Florida judge ruled that the state's school voucher program was unconstitutional.
With vouchers, parents are allowed to transfer their children from "failing" schools, to schools of their choice. Former Mississippi Gov. William Winter says vouchers are not the answer.
"The education system is working now better than it ever has. That's not saying that there are not some problems and that's what we must address. Vouchers maybe a band-aid that can be applied in some situations but they are not an answer to the problem of education in this country," said Winter.
Former Gov. Winter is credited with spearheading the Education Reform Act of 1982, which mandated kindergarten for Mississippi students.
