Montgomery, Ala.

The Alabama Department of Revenue has set aside a full day for a public hearing on its proposed rules for implementing Alabama's new tax credits for private school attendance.

The hearing Thursday will cover both the scholarships and the tax credits for attending private schools.

The regulations stem from the Alabama Accountability Act, which the state legislature passed in February.

It provides state tax credits of about $3,500 annually for a family that moves a child from a failing public school to a participating private school.

It also provides tax credits to individuals and companies that contribute to a scholarship program to help students who want to transfer from a failing school, but can't afford private school tuition.

Alabama has 78 failing public schools. So far, 36 private schools are participating.
